Meta Removes Manual Placements: The Value Rules Workaround for Music Ads
Meta is rolling out a change that removes the option to exclude placements, platforms, devices and operating systems at ad set level. The workaround for music ads is value rules: decrease bids by 90 percent on placements you want to avoid, increase bids by 1,000 percent on Instagram Stories and Reels, and save the rule set so it applies to every new ad set.

What is changing in Meta Ads Manager
Since 20 August 2026 Meta has been showing some advertisers an in-product notice saying that excluding placements, platforms, devices and operating systems will no longer be available for their ad sets. From 25 August advertisers began reporting that the placement selector had disappeared from their ad sets. In practice this means you can no longer untick Facebook Feed, Audience Network, Facebook Reels or Instagram Feed in a manual placement setup.
The rollout is gradual. It has shown up first in Sales and Leads campaigns, which is exactly the objective most music promotion runs on when you optimize for a conversion event such as ViewContent. Meta has not published a global date, and the Business Help Center still describes manual placements in places, so your own Ads Manager is the only reliable source. Plan as if the change will reach your account, because the direction is clear: Meta wants Advantage+ placements and has been narrowing manual control step by step.

| 27 October 2026 | Messenger Stories removal extends to all API versions |
Why this matters for Spotify and music campaigns
Most Spotify promotion works best on a small set of placements. Instagram Reels and Instagram Stories take native 9:16 video, show your hook and captions the way you designed them, and send a listener one tap away from a smartlink. Facebook Feed, Audience Network, Facebook Reels and Instagram Feed behave differently. They often deliver plenty of cheap clicks, but cheap clicks do not automatically become qualified listeners, and automatic cropping of a vertical video into a square or 4:5 frame can cut off captions and the hook.
If Meta distributes your budget across every eligible placement, part of your spend lands where the creative was never designed to run. The result looks like a tracking problem: plenty of link clicks, weak Spotify results, and a cost per result that tells you nothing. Before blaming the pixel, check where the delivery went. The guides on tracking Meta ads for Spotify and server-side tracking for Spotify promotions explain how to measure what happens after the click.
The workaround: placement value rules
Value rules let you tell Meta that an impression on one placement is worth more or less to you than on another. You can create them in Advertising settings or directly inside the ad set, group them in a rule set, and apply that rule set per ad set. A rule set holds up to 10 rules with up to 2 criteria each. For a placement rule you pick the placements and then choose whether to increase the bid by 1 to 1,000 percent or decrease it by 1 to 90 percent.
The key limit is the 90 percent floor. A value rule can make a placement far less attractive in the auction, but it can never switch it off. Exclusion becomes suppression. That is why this is a workaround and not a replacement: it influences delivery, it does not guarantee that every impression appears on Instagram.
| Placement | Recommended rule | Reason |
|---|---|---|
| Instagram Stories | Increase bid by 1,000 percent | Native 9:16 placement for music creatives |
| Instagram Reels | Increase bid by 1,000 percent | Native 9:16 placement, strong for music discovery |
| Audience Network | Decrease bid by 90 percent | Cheap traffic, low listener quality |
| Facebook Feed | Decrease bid by 90 percent | Not designed for vertical music hooks |
| Facebook Reels | Decrease bid by 90 percent | Different audience behavior than Instagram |
| Instagram Feed | Decrease bid by 90 percent (optional) | Automatic cropping of 9:16 video can cut captions and hooks |
Treat the percentages as a starting test, not a law. Meta suggests starting small when you do not have data of your own, but in the music case the goal is not fine tuning, it is a strong enough signal that Reels and Stories win the auction for your budget.
What value rules cannot do
Value rules do not work with manual bid strategies such as ROAS goal or bid cap, so the campaign needs to run on a standard automatic bid strategy. They apply to Sales and App promotion campaigns. When rules overlap, only the first applicable rule in the list is used, so the order matters. And because the lower limit is 90 percent, a small share of your budget can still reach the placements you tried to suppress.
There is one more control that still sits above the ad set. In the ad account settings, placement controls can restrict the whole account to specific placements, and the placements it can remove are Audience Network, Facebook Marketplace and the Facebook right column. If Audience Network is your main concern, this account setting is a harder switch than any value rule. The step by step guide in the Meta placement update settings guide walks through where to find each of these.
Creative is now the placement lever
If you cannot exclude a placement, the creative decides how well it performs there. A native vertical video with the hook in the safe zone works on Reels and Stories and fails gracefully elsewhere. A video that depends on a square crop does not. Meta has also added a Creative diversity column to Ads Manager that rates each ad set Low, Medium or High, which points the same way: several genuinely different concepts per ad set, each shot or edited for vertical, instead of one video repeated.
For music campaigns that means more variations of hooks, clips and captions rather than more audiences. The ideas in ad fatigue in music campaigns and Meta ads music promotion in 2026 apply directly: test hooks quickly, retire the losers, and keep at least a few really different videos live in every ad set.
A short checklist before your next launch
Open your ad set and check whether the placement selector is still there. If it is gone, open Account Controls at ad set level and review the additional placement options so nothing widens delivery that you did not choose. Create one rule set that decreases Audience Network, Facebook Feed, Facebook Reels and optionally Instagram Feed by 90 percent and increases Instagram Stories and Instagram Reels by 1,000 percent, name it, save it as your preferred rule set and confirm it is applied when you create or duplicate ad sets.
After the first days of spend, open the placement breakdown and the value rules breakdown at ad set level and compare the share of spend per placement with the number of real listeners your tracking reports. If a suppressed placement still takes a large share, tighten the setup or move the Audience Network exclusion to the account level. If everything lands on Reels and Stories, keep the rule set and move on to testing creatives.
FAQ
Is Meta removing manual placements for every advertiser?
Not yet. The change started rolling out in August 2026, first in Sales and Leads campaigns, and Meta has not announced a global date. Check your own ad set to see whether the placement selector is still available.
Can value rules exclude a placement completely?
No. Value rules can decrease a bid by at most 90 percent, so a placement can be suppressed but never fully excluded. Only account level placement controls can remove Audience Network, Facebook Marketplace and the Facebook right column entirely.
Which placements should a Spotify campaign prioritize?
Instagram Stories and Instagram Reels, because they take native 9:16 video and put the hook and captions where the viewer expects them. Many music advertisers suppress Facebook Feed, Facebook Reels, Audience Network and optionally Instagram Feed.
Do value rules work with bid cap or ROAS goal?
No. Value rules are not available with manual bid strategies such as ROAS goal or bid cap, and they apply to Sales and App promotion campaigns.
What happens if two value rules overlap?
Meta applies only the first applicable rule in the list, so the order of the rules inside a rule set matters.
Why exclude Instagram Feed for vertical music videos?
Instagram Feed crops 9:16 video automatically, which can cut off captions, hooks and other important parts of the creative. Many advertisers therefore suppress it when the campaign uses native vertical content.
